Number 7 sounds almost as I played Civ2 multiplayer with my friends in the beginning.
1. Restart until you get two settlers.
2. Take one settler and allow the friend to use the other one.
3. Name all cities with the beginning of one letter for you and another for your friend.
4. Make sure that you can cover your expenses with your cities, if not have some diplomacy with your friend and try to solve the problem.
