Dan "The Man" Magaha said the "E" on the main screen is a sort of "espionage advisor", where i guess you can say "i want to steal The Wheel" and they ask for like 200 gold or something for their efforts...
thats how i think it could work.

Well I presume you will be working from a espionage screen or something and give more general orders (ie, infiltrate city here, plant nuclear device there, etc) rather than command individual units, which is kind of unrealistic. Spies will do what they do best, spy and infiltrate, and thus will not be visible to attack, except by equivalent counterespionage methods...Speaking of Erith:

What if it's something like this:
Say I'm Persia, and the Iroquois want my Immortal. I sell it to them and immediately order a bigger wallet. But when they get it, it's the non-civ-specific equivalent.
