Yeah, that is the basic level palace I am sure, as it was in civ. It seems to be an updated version.
What I think is that it would be good if the palace actually 'did' something, eg, the bigger and older and more luxurious the palace, the more it could do for your culture rating

The more the merrier...although personally, I don't think it should always work that way (Rome's ruins seem more and more cultured the older they get...)
Imagine that they weren't ruined, imagine the culture value of them then after that period of time! That is what you have the opportunity to do here, make sure they continue to thrive.
I think you would have these things more from a point of view of game mechanics. It would be difficult to implement any other way...

True, but for the purposes of the game it is the way forward. More construction feats and projects within a city would generally imply a greater level of sophistication, and thus, more culture

I guess it depends on your definition of sophistication...keep in mind that the fanciest and most intricate costumes ever were made by primitive civilizations that could barely communicate...and everything nowadays is so streamlined...and yet I'd say we're far more sophisticated.
