Can you trade any city or just ones below a certain size? Because in some of the screen shots there is only one city to sell.

I guess that you can't trade your capital, and maybe the civ you are trading with need that city on its map to be able to trade it. This is just speculation.Creator of the Civ3MultiTool

Firaxis: please make sure that the AI is intelligent when it comes to trading cities. Do not allow the SMAC bug where the AI would trade its super cities for the player's pop 1 city.
Furthermore, let culture and nationality play a role. The population should still be loyal to their original civ!
