I was just wandering, that will there be somekind of restrainer on number of cities (or something of the sort) in Civ3? At first comes to mind, that in SMAC the bureaucracy-factor was quite well and reasonably handled. Will there be a similar factor, or has Firaxis developed something more realistic/surreal/whatever?

i think culture has something to do with it, you can have as many cities as you want, but if you concentrate on expanding, your culture won't grow, so your cities can be overcultured by other civ's<Kassiopeia> you don't keep the virgins in your lair at a sodomising distance from your beasts or male prisoners. If you devirginised them yourself, though, that's another story. If they devirginised each other, then, I hope you had that webcam running.
Play Bumps! No, wait, play Slings!

In Civ2 this was even more expanded, introducing extreme unhappiness as one built too many cities (or was that introduced in SMAC...hmmm).
I'm 100% sure there will be painful restrictions on the number of cities one can build.
