In that email said she that she will send it(multiplayer patch) to him when it is aviabele. Firaxis has been using the multiplayer feature to hype civ3 and not to hype a possible expansion. The fact that it will be already releazed in april makes it unlikely that it will be a new version or even that they will be able to make an expansion with scenarios in that time frame where they are hard workling on patches and multiplayer(that isn't as easy as it looks).
Whatever it is good or bad that it is delayed is another discusion but I think we shouldn't worry that we will have to pay for it. We have reasons to believe we don't have to pay for it(that email and that they hype civ3 with multiplayer) and as we have currently no reasons except assumptions to think that we will have to pay for it do I think that there is no need to worry about that.
