  • Customization?

    I have seen a lot of information on the basic game and everything. Sure, these are good, but I personally would like to know how customizable Civ3 is. I wish I could customize things like maybe create new governments rather than renaming them, because not all governments act the same. Also, what else can you do too? Do you have to replace units, improvements etc. like Civ2, or can you create new ones from scratch?

    Since I am interested in creating scenarios in Civ3, knowing this information is a must. I heard that Civ3 was supposed to be extreamly customizable, but what can we do?
