Can we put out special units?

With the pretty versatile rules, does anyone knows if we can put all except special units? Did Firaxis unveiled anything about it?

IF they let us make modpacks and keep the scenario editor in Civ III... we can do what you ask.

It just might be harder than before because of the new look for units.
