If it is in official setup screen then will the game most likely also been tested with it and work well with it(also the AI) This is much better then having to change rules.txt in some untested(AI not adapted) setting

It was confirmed a long time ago that there would be an in game option to turn off civ-specific units. In order to change the civ abilities you will have to get into the rules.txt.
However, it is difficult to believe that 2 times 2 does not equal 4; does that make it true? On the other hand, is it really so difficult simply to accept everything that one has been brought up on and that has gradually struck deep roots – what is considered truth in the circle of moreover, really comforts and elevates man? Is that more difficult than to strike new paths, fighting the habitual, experiencing the insecurity of independence and the frequent wavering of one’s feelings and even one’s conscience, proceeding often without any consolation, but ever with the eternal goal of the true, the beautiful, and the good? - F.N.

Yeah that is true but it has only been mentioned that you can do this in the rules.txt or editor or whatever you want to call it, not in the actual game screen.
