    knowing how easy the AI bribes your cities and how many dips/spies are deploid to attack you,I'm affraid that that could become a nightmare for human players.
    keep the system like it is now (than i am the one who can abuse it )

      Timeline-

      Thanks for "setting us straight." I forgot that cities aren't "bribed." That changes everyhting. Yeah, you can definitely incite revolt in a city (Did that sometimes cause it to form a new civ instead of joining your own? Or was it just capturing the capital that caused the civ to fracture?)

      Bay of Pigs: good example of a failed revolt attempt incited by foreign agents. Point well taken.

      Colon-

      Sounds like something else that they should incorporate from MOO. Unlikely we'll see it, but I like both systems since I like being able to explore cities I am planning to conquer or focus my spy efforts in one area of their empire. Don't know how this hybrid sort of system would work though. Perhaps based on your investment in the spy ring you would be allocated a certain number of spy units. I haven't really thought this out. Don't know how it would work exactly...

        Well how often does a city openly revolt and suddenly decide once their revolt is successful to join their old enemy's civ? Bribing or causing a revolt, its too powerful and not realistic. While I don't know enough about ancient/renaissance history to comment on thse periods, I don't recall any industrial or modern city being revolting and joining their old enemy. (Well maybe the cheese-eating-surrender-monkeys were bribed in WWII ) Oh yeah and Third World nations don't count, in Civ2 terms they're barely have railroads, only industrialized countries.

          The revolting of cities might be unrealistic but I love to that.(and it is healthier for the population than howitzer attacks.

            Well, assuming an moo1 model, I don’t think it would be so much of a problem to expand the number of task you can assign to your spy network and you could view the cities by simply having a spy network present in the opponent’s empire. In fact in SMAC it was already possible to view inside other faction’s cities by infiltrating their datalinks. (the equivalent of establishing an embassy)

            The great thing about such a system is that it requires investment and there’s an uncertainty, which would be particularly an improvement in bribery/rebellion.
            And when it comes to espionage, I don’t see why it would be necessary to send individual units in any certain city for the task since knowledge tends to be spread throughout the empire, especially in modern ages.
