In Civ2 if you had an ally it would virtually mean nothing. If you went to a war they could care less and vice versa. I think you should have to have a responsibility to help your allies in wars. If you don't other civs won't want to sign any treaties with you because they won't think they will get backed up in a war. Plus your civ would most diffently break the treaty off and if they were militaristic enough they might declare war on you. So what I'm trying to say is that their should be reprecutions for not helping your allies out in wars.
There should also be different kinds of allies. You could have a non-military treaty- this would mean that you would TRADE sciences, TRADE resources, etc..., a military treaty- this would mean that you would be obligated to help this ally out in a war, and a total treaty- this would be the combination of a non-military treaty and a military treaty. I put trade in caps lock because you shouldn't be required to give away things for free or even expected to, such as in Civ2.
In Civ2 sometimes I would have an ally that would love to pillage my roads, mines, or irrigation. Why would any ally do this? Allies need to respect each others property.
Overall, allies need to have more importance. Instead of being somebody that you'll use the whole game then once you get a high production and a great military, you'll attack them or vice versa.
