    ICS isn't just about colonizing an open space; everyone is basically grabbing land for the first few dozen turns. ICS is about not caring where you put your cities because at size 1 or 2, it doesn't matter. ICS cities are stacked as tightly as they can be, and most are not expected to grow very much.

      It only exist because one pop gets to work two tiles.... IMO

        This supposed "fix" will do nothing but delay the process a tiny bit. The fact of the matter is that economies of scale still rule most strategy games. Perhaps when playing against a human player, mindless sprawling will be much riskier. But against the comp, I can guarantee this change won't affect much.
