Problem is that civ1,2,3 are not tactical games, nor should they be. All combat is strategic and thus abstracted into numbers, with modifiers.
The only thing I can think of is to use terrain to further modify combat, including the attacker. Like a group of warriors will get a bonus to attacking rifleman in a jungle (less opportunity to use rifles at range) but not in the open (plains, grassland). But as has been pointed out even in these cases the results are uncertain.
I would have preferred that Firaxis allowed for more combat options as mentioned (seiges, as well as concealment & and ambushes), as well as an overhaul of the system itself.
