Now I think we really are into quibbling. If a train can take a passenger infinite distance in a 1 year turn then a plane should be able to do the same, given adequate refuelling opportunities en route. Provided this does not allow it to attack more than once per turn or move only a short distance back to base after attacking I don't see what the problem is. Infinite scouting could be considered an abuse but having full visibility of any non-stealth units within ~6 tiles of a modern city/military base is not too unreasonable, it could even be factored in without the need to make those manual overflights.
To doubt everything or to believe everything are two equally convenient solutions; both dispense with the necessity of reflection.

      Another suggestion:

Once a plane has refueled at a city, it cannot refuel at that city again for the rest of the turn. Then a plane can only patrol a certain distance before it runs out of cities with fuel.
Crossing an ocean via cities and airbases would become a one way trip if there's only one flight route.

        I like Office_Fox's and Kestrel's ideas.

I think that airplanes should refuel and get more turns at each city containing an airport or at external airports. That would give us some real reason to buld them (besides the production and food bonus )

Bombing infrastructure is also a crucial thing, which is basic for blitz war. The problem would be that if you destroy railroads, you can't blitz in with your tanks.... so you should have a choise with advanced airplaes what improvement to destroy.
