Reading the thread about voting on civs that weren't in CivII reminded me that I had edited my rules.txt to add several of them. Feel free to cut and paste as much of this as you'd like.
I added the Phoenicians because Carthage was technically a Phoenician trading post first (sorry to ruin your fun, but the events in the Aeneid didn't happen), the Incans because I think they were a greater Native American Civilization than the Sioux, and the Turks and Arabs because it's embarassing that Civ hasn't included them already (heck, the Turks were in the beta of Civ 1; look in the instruction manual).
I also changed a few details about other civs, for instance renaming "Caesar" Julius. All the Julio-Claudian emperors were "Caesar," so now he has a name instead. I tweaked some others, too,. If you come up with a good female name for a Turkish or Incan leader, I'd appreciaate it. The encyclopedia had zilch on women rulers for those cultures.
