AFAIK, the USA universities developed the internet protocol, the net "backbone" (TCP/IP) working side by side with military people (Arpanet, etc.).
The WEB part (HTML, hyperlink, graphics, www concept) started from Switzerland (Suisse) university.
As a last minute revelation, I must tell you about a well know "hidden secret" I red once on a signature:
it's a know fact that the whole Internet was developed to let scientist to continue to download porno images, also during a Nuclear War ...
