War Spoils
In a war if your borders are extended, or your capture a certain number of cities then your people should give you some sort of a gift, such as a bonus in productivity or perhaps a gift of gold.

The extension of your borders is a good enough reward I think.It's candy. Surely there are more important things the NAACP could be boycotting. If the candy were shaped like a burning cross or a black man made of regular chocolate being dragged behind a truck made of white chocolate I could understand the outrage and would share it. - Drosedars
