If you are at peace or allied with another empire for an extended period of time, your people should come to like their people, and there should be a serious happiness penalty if you decide to break off and attack them. I'd like to see propaganda city improvements brought into the game to quell this and give you sway over the emotional reactions of your populace to the other empires. You should have to work at getting your people to love their old enemies and to hate their old friends.

An idea I stole from Tropico...
How about building TVs which can be used for propaganda pruposes?Avoid COLONY RUSH on Galactic Civlizations II (both DL & DA) with my Slow Start Mod.

consider the way firaxis has been talking about culture. certainly seems to imply some propaganda their. after all, a lot of what makes civ so fun is the implied stuff the imaginiation fills in.By working faithfully eight hours a day, you may get to be a boss and work twelve hours a day.

It should simply be a case of adding in a reputation list FOR EACH CIV (bilateral relations) as well as the existing gobal reputations. Other civs would worsen their reputation in your eyes if they declared war on you and extended peace would better their reputation in your eyes. You would suffer an increased unhapiness hit if you declared war on a civ with a good bilateral relationship with you. Conversely, if you declared war on a civ with a poor bilateral relationship with you, you might receive a hapiness boost! In fact, there should be a 'atrocious' category which a civ may fall into for only a few turns, and only if they have done VERY bad things to you. If a civ goes into atrocious, a window should come up saying 'the people clamour for war. They will not be appeased until they taste the Mongols blood etc.'
If you don't declare war, you would get a unhapiness hit!
