I would say sex is more fulfilling. With sex, even when its bad its good, the same is not true for civ.

If i were playing a game of civ, and my girlfriend said "hey, lets have sex" then i'd at least finish that turn, and then i'd have sex, and then come back to civ. so i'd say it's pretty much almost a tie.-connorkimbro
