I've had a strange coincidence happen in several games.
My strongest rival in my last game will be the weakest civilization in the next game. Usually, they get stuck on some island and don't have any resources or make contact with anyone for a long time.
The streak was broken in the current game by the Celts, who did pretty well in the current game. (I did eliminate them, but they were one of the top civs the whole game).
The Ottomans were 2nd place, so we'll see if they come in last in the next game...
