    Assuming you are in forced labor governement - and add 2 captured (enslaved) workers to one of your size 8 cities - if you were then to pop-rush a unit/building in that same city -

    - would the pop rush result in the death of the foriegners first or natural born citizens first?

    I've had mixed results with this, but usually my nationals are the one used in the pop-rush. I've tried to figure out a predctable outcome also when trying to starve down a captured city. I'll add a couple of my workers and starve the city, sometimes, my nationals die, sometimes the foreign national dies. I wonder if it has to do with whether the citizen is working a tile or an entertainer, scientist, or taxman.
