Who needs Iron or Coal when you have Tropical Fruits?
Anyways, I think aluminum is one of the most important along with Uranium. Without Aluminum you get no Stealth Bombers or Jet FIghters, which are crucial. Also no SAM batteries
I can usaully get quite a few strategic resources with a great early air force and an okay ground force.New American UU: Al Gore-Eliminates pollution and you get "The Internet" great wonder instantly.
New Hittite MGL: Howard Dean(listen to what their UU sounds like when it attacks)

I voted coal
Although rubber is a very close second. I have only played on in 1 game without coal and although I did win by culture, there was no way I'd achieve any other kind of victory.
As it was, I got involved in a protracted war with Ghandi over a coal resource that disappeared 15 turns after I captured it.There's no game in The Sims. It's not a game. It's like watching a tank of goldfishes and feed them occasionally. - Urban Ranger

Most valuable is oil. Without oil you will not play in the modern era.
If you want to test value of oil vs XYZ, create a scenario with '0' occurance of oil && XYZ and see which hurts your gameplay more.
You can work around and play a decent game with about any other resource, but not without oil.
Guess Fireaxis didn't know Germans could make synthetic oil and keep going when allies cut their oil.
Now that would be in interesting small wonder: synthetic oil factory.

Still the Synthetic Oilo factory would be an interesting SW for CIV 4.
We know that Oil is the most valuable IRL but in the game you should be able to capture enough land to make sure at least a limited supply falls under your sphere of influence (as most games do not have an occurance of 0 for oil) .* A true libertarian is an anarchist in denial.
