    BTW, there is (or was, depending on patches) a bug in this regard... Catt, myself, and others have seen specific incidences where lux trading was in fact allowed in peace negotiations.

      Sea trade but not ocean trade
      Space is big. You just won't believe how vastly, hugely, mind- bogglingly big it is. I mean, you may think it's a long way down the road to the chemist's, but that's just peanuts to space.
