lethal bombardment help for a newbie

I would like to enable lethal bombardment, and this is what I have done so far: I have opened the civ3mod.bic file in the Civ3 editor, and have selected Lethal bombardment at sea and land for select units (in addition to their existing abilities). When I load a saved game, though (does it apply to save games??), my bombers etc. now cannot bomb sea units that are down to 1hp. What am I doing wrong?

Those changes won't apply to saved games.

Defcon5 is correct. The changes will only work after you have begun a new game as editor functions are set in stone once a particular game has begun.
