Locked alliances

Does anyone know what "Locked alliances" is? This is one of the features listed for the new XP.

You'll be able to create scenarios where certain civs are definitely aligned with one another. Thus, you can create a WW2 scenario where the US, UK & Russia fight Germany & Japan. Currently this is impossible.
