Why did demo take so long?

Firaxis finally released a Civ III demo. Why didn't this happen sooner?

They probably thought that they didn't need to release a demo before Civ3 was released, because everyone would be buying the game regardless of having experienced it before or not.

Now that the next expansion pack is already announced, maybe they think that the time has come to attract potential new buyers.
