What is the max. number of cities we can have before we begin to incur "extra" corruption? Can someone breaks this down based on difficulty level & map size?

Yeah, I think government type does effect the OCN by a bit, but I forget the exact numbers.
Commercial civs get a 25% bonus to the OCN. Difficulty level also effects the OCN (again, I forget the numbers... I think on Monarch you get 90% of the base OCN).
Once you build the Forbidden Palace, you get a new set of cities to play with (so if the OCN is 16, but your civ is commercial, it's actually 20. Build a FP, and you've really got 40).

But I'd ask Alexman if you wanna be sure about this stuff. He's the corruption nazi.
