Harbor = 80 shields
Library = 40 shields
We have 8 shields accumulated, will be 10 on next turn. Memory is generating 2 shields per turn. In a couple of turns the mine on horse hill will be comlpeted adding 2 more shields but I am assuming we will lose one to waste so I am counting on net of 3 shields per turn.
Memory will have 8 food accumulated on the next turn and growing at +1 food per turn.
Treasury at 191 with +5 gpt. This should increase to at least +12 gpt in about 5 turns.
A library generates 3 culture/turn so the border will expand in 4 turns.
In a couple of turns the mine on horse hill will be completed adding 2 more shields

We have the money to rush a library in the next turn. Cost of 120 gold leaving about 75 in the treasury. One turn to rush the build. The next three turns until the border expands will generate about 8 shields towards a harbor and increase our treasury by 16 gold (5 gpt – 1 for library) so we should be have about 90 gold. Then the laborer moves to the whale. Four more turns for the city to grow. During those four turns Memory will produce 8 more shields and our treasury should do around 45 more gold. Total shields will be 16 with treasury at 135 gold, or the equivalent of 49 shields (31 more needed). Memory grows and the new laborer works the horse hill. Memory will be producing 5 shields with a net of 4 assuming one lost to waste. Our gpt will be the equivalent of 3 shields per turn. So in about 5 more turns we will have enough shields and gold to rush the harbor. Total turns = 1 + 3 + 4 + 5 = 13 turns. Memory will be at size 2 with 5 food accumulated, have a library, just rushed the harbor, and will be using the whale. If using the whale and horse hill the city will be netting 4 shields and 2 food per turn.
Alternative is to rush the harbor first. We do not have enough gold to do that now so Memory continues as is with 10 shields and about 195 on the next turn. In the next four turns Memory will produce about 10 shields (total 20) and our treasury will increase by 20 gold (total 215). Memory will be producing 4 shields per turn and assuming 1 lost to waste the net will be 3 per turn. One more turn will bring the shields up to 23 (57 more needed) and gold to about 228, just enough to rush the harbor. One turn to complete the harbor. Total turns = 4 +1 + 1 = 6 turns, leaving 7 more to see what we can do in the same time frame as the above.
Here there are two choices. One choice is to move the laborer off horse hill to the coast for increased food. It will take 3 turns for Memory to grow and if the next laborer is also put on the coast in 4 more turns the city will accumulate 8 food. During these 7 turns it will be producing only 1 shield per turn and our treasury will have grown around 92 gold which gives a total of 30 (7 + 92/4) available shields for a library. So at the end of the 13 turns (following the next turn) Memory will be at size 2 with 8 food accumulated, have a harbor, be 3 more turns away from being able to rush a library and 4 more after that before the border expands so the whale can be used. The first option is 3 food behind but way ahead in shield production. In the follow on turns the first option could make use of the coast tiles to catch up on food accumulated and it will still be way ahead on shield production.

Note that this means we will have a harbor but be getting no benefit from coast tiles as we will not be using them. It has less food than the rush library first plan and it will be another 3 turns before the border expands so the whale can be used.
Clearly the best choice is to rush the library first and do it now. The only benefit to rushing a harbor first will be to get luxuries but during those few turns difference we will not need luxes. Only Hope may have a problem with happiness and we can deal with that if need be.
