That's right. At turn 83 and under the newly discovered Monarchy, Pamplona is poised to begin a perpetual cycle of turning out Settlers every 6 turns.
This requires no tile improvements; Monarchy will allow Pamplona to maintain a food surplus of 7(!) at sizes 4 & 5. That is growth every 3 turns! The only tile improvement that would actually increase this would be the irrigation of #2, #19, and #20... which would actually push it to growth every 2 turns, if you can believe it, and would keep the city growing even as it churns out Settlers. Also, despite a shield output of only 5 netted out of 6 total, attempting to modify shield output by micromanaging would inadvertently slow how fast the city rebounds and throw the cycle off. Tile improvements could easily increase the shield output to 6 out of 7, but again, this would only create Settlers faster than the city could rebound.
And the cycle will not be affected by any corruption revisited on the city by the founding of Temp City.
