It would seem from these images that ND is going to start the war - they have blocked off reinforcements for at least a turn with their scout, and thanks to the bad city placement of Lux, they were able to walk right up to the Lux city without entering their territory. It is hard to see in the first image, but apparently there are 5 units in the stack - the file name is 5Stack.jpg.
But Lux will ose tht city. To protect it against 5 swordsmen you need many more spearmen than but two regular spearmen.
Has Arnelos PM-ed ND already?

Won't ND lose that scout if they start the war? All Lux has to do is breathe on him.
I hardly think they care - they probably have scouted the entire continent by now. It is just there to prevent last minute (possibly pop rushed) reinforcements from the Lux capital. They have horses connected, so it is conceivable they could get a unit to the doomed city from the capital, if it is 6 or less tiles away.

There is no road network in sight. Lux will be hard-pressed to get anything to the trouble spot without it. Horses without roads cannot move more than 2 tiles.
Another issue is that the city in question is size 2 (and not growing, btw). Does anyone recall if MP will auto-raze that city or will ND be given the option to keep it?

Anyway, perhaps ND will threaten Trip to give into something.
I have used this badass-stacking-up-threat-tactic in MP-games before, and with success.
Opponents usually realizes:
When you know they can raze the city and you can't counterattack them, you give them what they ask for.
ND: If the victim has support from other teams,though...
The situation might be different. And the badass can ultimately fail due to his own aggressiveness.

Unfortunately, Trip has already demonstrated that he completely fails to understand this concept

THIS is possible. If we talk to ND and tell them that while we have no love for Trip and he deserves to lose the city he placed practically on top of ND's city, ND does not have the right to take any of the rest of Lux's empire and we will be forced to act in our own self-defense if ND goes to wipe out Lux.

FYI: Trip reports that there are roads on both of those, but that his graphics mod makes them difficult to see when he shrunk the images. The roads extend in 3 directions from where the scout is standing: East toward Invictus (their capital), west toward the twin cities where the war is breaking out, and north toward the third Lux city.
Just wanted to clear that up...

I have sent Ambassador Picahulu of Neu Theban a brief note and am in the process of writing and dispatching a second. Pray to the gods that they take heed of what I say and do not attack, for if they do, the furries will be unleashed.
What this tells me is:
1) Neu Demogyptica really has been provoked beyond the shadow of a doubt, and they do believe that Lux Invicta will receive it's come-uppance.
2) I think that the reason they held off responding until the very last minute to my letter was to ensure that we knew nothing of their movements so that they might get back at Lux Invicta without us shouting them down. This tactic may also prove to be their downfall unless they listen to us.
3) The message I received yesterday evening showed me that they are very scared as well as bold. They fear Lux Invicta, they fear China, they fear Persia, and they now fear us, I think more than the Ottomans, because of the uncertainty.

Are you sure they are not just playing scardy-cat?
I dunno why they should be so afraid of us?
If they take a look at their military advisor screen,
he would probably say: "The Spanish people are in fear of our Swordsmen" and "...compared to these guys we have an average military" (or perhaps strong)
I think that if not threatened by triple alliance,
they know they can just wipe Trip of the planet.
So its all about their reputation then?
Or is it a growing alliance forming against them?
