With an ND Scout having been recently in the area, we should be mindful that a 2 movement unit can slip around many eyes under the FoW undetected.
What are the odds of getting a Settler anyways? Do we really want to stall our units, that could be exploring further, or returning to garrison cities to improve REX, for the slim odds of getting a settler? Those 5 turns could represent more production and/or growth for Madrid, Pamplona, or Barcelona in the crucial turns ahead.

At the worst, we'd be releasing barbarians earlier, but both cities are defended. At best, we could get a Tech (Writing, Iron Working, Mysticism, Mathematics, Horse Riding) and really get an edge in the tech trading on this continent.
There is a Glory of War unit directly North of TEG at the start of this turn (2510BC). I think it would be great if we could free up some of our warriors to fortify along the jungle edge, saying to ND and GoW : Go No Further, this is our land. 5 turns would also make a difference with how quickly we could do that.
