Have we been cheating?

We have almost twice the number of people than the other teams do.

The current Team membership counts:

Gathering Storm - 20
Legoland - 18
Glory of War - 15
Lux Invicta - 14
Vox Controli - 7
Neu Dem - unknown

Did Vox loose some people, I had thought that they had had more? What was the minimum number of people to be able to form a team?

I believe they always had 7. 5 was the minimum.
