  • Democracy Proposal

    What I proposed:

We RP a European-style parliamentary democracy with a mostly powerless President (Head of State) whose primary role is to call for the Prime Minister after an election (typically from the coalition that won the election). The position of President is primarily an honorary and ceremonial role, taking the place of the figurehead monarch of a constitutional monarchy. The Prime Minister (Head of Government) will be the turnplayer and will manage the turn-to-turn affairs of the nation. He is also empowered to conduct basic diplomacy and other affairs on behalf of the nation.

The Prime Minister is responsible for reporting on all activities by the government to Parliament (the other members of the team) through regular posts in the forum. All actions by the government, whether playing of turns, diplomacy, or otherwise, should be reported in the forum by the Prime Minister.

The Prime Minister is open to have the initiatives of his government approved by the parliament through polling of the team membership.

The Prime Minister is REQUIRED to poll treaties with foreign powers negotiated by his government.

The Prime Minister may delegate government responsibilities to other members of Parliament (who become members of the government as such) at his discretion.

The Prime Minister's government may be removed from power at any time by a majority vote of Parliament. However, for such a vote to be legal, the motion to remove the current Prime Minister's government from power must name who will be Prime Minister of the new government.

The Prime Minister may resign from power at any time. Should this happen, the President will temporarily fill the position of Prime Minister until the President is able to name a new Prime Minister or the Parliament installs a new Prime Minister by a majority vote.

The President may not remove a Prime Minsiter installed by a majority vote of Parliament, but a majority vote of Parliament may remove a Prime Minister installed by the President.

Parliament is within its rights to pass legislation through the use of polls at any time. Such legislation must pass by majority vote and will be binding upon the Prime Minister's government.

The President may also serve simultaneously as Prime Minister or as a member of the Prime Minister's cabinet.

My explanation from the other thread:

Personally, it's workable. It's quick. It's easy. The President (presumably Togas) doesn't have to be the turn player unless he and we are unable to find someone else to serve as turnplayer (Prime Minister). The PM can play the turns and conduct diplomacy on their own or delegate as others are available to have things delegated to them.

In the end, the team as a whole (what there is of it) remains firmly in control when they desire to be, but I imagine that the team will leave most things up to the PM and/or President most of the time.

Above all, it's easily adaptable to various situations and easy to use.

It would also fit with our original team concept: RP (at least to some extent). At least the titles will be right and, when the team chooses to assert its power, this will be a democracy not simply in name.

    Would that be workable?

At this rate, I might as well start a poll to declare myself President for Life and Eternal Emperor and since I'd be the only one voting, it would pass.

        C'mon people... vote

HOWEVER, it might be better if I and my family remain "King", just that the actual power has been transfered to the parliament and I serve as mostly a figurehead.

Hmm... I'm a little concerned about the need to poll on every foreign agreement. Based on the results of this poll (plus, um, one more ), that might prove to be a delay in foreign affairs.

Back to the ROOTS of addiction. My first missed poll!

This was loosely worded for a reason. I really only meant stuff like formal treaties such as agreements to go to war and alliances and such. Since we're already allied to GS in a pretty stringent alliance agreement, I can't see that there would be very many cases where this would even come up. In the few that it does, it would be nice that the team gets the chance to approve it.
