Please note that Toledo, Vigo, and Leon canceled their Settler builds. We will need these cities at full strength and production for the coming war, and we need to build military units instead of settlers at this time.
I am personally distressed at this temporary abandonment of the Great Western Settlement, however, it has netted us 3 cities, and we will build the rest of the cities once we are assured of the security of Spain.
