It has been explainded in other threads that it would be good to have State Council to advise the King on military affairs:
I think that I may say that I propose this bill on behalf of Señor Dejon, Señor Libre and Señor Astronicus, who supported me when the King showed the Vigo Accord to us all.
I hereby ask you to vote in favor of a Military Council as specified in the quotes above.

Yet the Church of Spain, which has enlightened our citizens for only a few hundred years, merits a full house of representatives? Until the Chief Ambassador was appointed, the King did the foreign affairs business, including declaring war or peace. Then, The Chief anmassador took over this task of the King and all functioned well, although ambassadors became less important.
The most important remark of this system is that it works FAST end is, in most of the times very effective.
Having an entire House of Lords to decide about foreign matters is really slowing down the procedure and will reducce our ability to properly do diplomacy as we did until now. Letting the King or Chief ambassador do this without any approval from the House of Lords will be far more efficient.
But then what to do with the Military Council? Let the Military Council coordinate the military planning with the King and the Chief Ambassador, but not have a right to approve any decisions, as this will only extra slow down the process.
The military council should contain: the General, the governors of the biggest Spanish production cities, the Chief ambassador and of course the King.
Why only include the governors of the biggest spanish cities in this council? Because it is a lot easier discussing with but 6 ot 7 people than the entire team. Second: the biggest production cities are responsible for the military production now, and especially important in time of war, the rest of the cities is production-wise important too (without these Spain would not exist anymore by now), but far less significant than the few big cities.
I think that it is something to think about for both the King and the House of Lords.
