I hereby address the assembly of Lords, in this your first official meeting.
I, King Justino Togas, offer to briefly preside over this group until you have chosen a leader and are prepared to proceed on your own.
This body needs to decide if any rules or laws of procedure need to be created to assist you in creating laws for Spain.
As for the other matters, I plan to present to you all treaties and appointments and give you my explaination of why I am urging you to approve them. Debate may be had and then a vote will follow. (OOC: It'll be handled in individual poll threads.)
Whomever you choose shall lead this body and shall be responsible for posting all official decisions by this house in the appropriate topped thread.
I urge you now to begin appointments for Lord Chamberlain, and to begin elections within the next few days.
