To win a civ3 game, I normally pick on the medium small size civs first , as they pose a threat and are fairly easy to conquerwith minimum casualites, and soon their lands our ours to increase our countries size to conquer the bigger fish next.
War should be started when you have sufficient forces, and you have made alliances with the friendlier civs against the enemy.. but only if you need allies, they can be more trouble than help if they conquer all the enemies land without giving you any combat training or glory.
All trade deals need to be finalised with the enemy, and before war units and agreements for ROP with neighbours should be in place.
A fast blitzkreig should start the war and conquer some of their major cities quickly, before they can prepare defencive lines and mobilise their factories and withcall foreign troops.
Then the new land should be conqured slowly, with rebellions quoshed, and a peace deal can be made if you wish to gain the civs advanced techs or bribe money off them.
Soon you should finish them off totally, whene the peace deals gone, so they cannot culture flip your conqured cities.
Technology is extremely important for winning, gaining a big lead lets you trade effectively for other techs to enhance your lead, and you can make allies easier as well as have an advanced millitary.
Culture and happiness are only important to stop your civ flipping to enemy lands, and cultures good to control more land and watch over your enemies movements.
