        Maybe they are on floodplains. I can't see any benefit of letting one city grow that much at the expense of expanding at this point in the game.

            I'd say floodplains. They probably built a settler long time ago and will be building another one soon?

            Or they are stuck in a small a$$ island.

            Maybe I should ask GS why their cities are so big? that would freak them out

                Well, it's not a wonder... I don't think. They're all listed under the F7 screen aren't they? Ones being built and the ones already built. Maybe you need contact, but I don't think so...

                  No, they are not building a wonder yet. But they might be (pre)building something to prepare for a wonder.

                    Pre-building what? The can't build a palace because its their capital and the couldn't pre-build the FP even is the has enough cities, which they obviously don't, for the same reason. If they were on non-floodplain terrain and pre-building a temple (which about the most likely expensive thing they can build) it would have been built already. btw, IIRC wonders in progress do not show up with civs you have not contacted yet.

                      I meant a temple. Perhaps they are building Granary - Barracks - Some Units - Temple - Wonder or something ?

                          My vote is for flood plains, but that does not rule out the potential for them to have built a settler and now building a wonder.
