Will the advisors meerely look at the map and make suggestions??? If the advisors don't actually interact with the game, I'm just curious how they will be involved?

They will make most of the major decisions, and it will be expected that they do research to inform everyone of what they need to know.
They're to be the specialists in their field, and due to that, their decisions will usually go.

advisors... do grunt work, ya know collect data and figure out stuff etc.. Ministers supervise all information related to them, so that they can formulate a general plan based on the specific information and decision given by the advisor, as well as collectin data and paying close attention to all others that dont have specialised advisors...
Finally, admin carries out decision based on ministers final ruling.
So the whole thing is very heirachyal(? urgh cant spell):-pComment
