  • Initial Government Proposal

    Current Constitution Candidate:

    - Administrator:
Runs stuff, plays the game, organizes the team, is also the tie-breaker for polls.

    - Minister of War:
Moves units, plans wars and military action.

    - Minister of the Interior:
Determines build queues, orchestrates worker actions, establishes research, etc.

    - Minister of Foreign Affairs:
Concerned with all things to do with other teams, including trade.

Whichever nominee for each office gets the most votes in a 4-day election obtains the office.

Each minister will hold office for 3 weeks before a new election is to be held. There are no restrictions upon how many times a member can hold office.

The only polls that requires official 2/3 support of the team will be declarations of war, impeachment of ministers, changing government and removing a member from the team.

Any other decisions will be undertaken by a vote amongst the entire team, and the option to recieve the most votes is the chosen one.
This proposal is nearing completion. All suggestions welcome and requested.

    Sounds fine to me.

I care more about how we play than who moves the units.

In my proposal (5 departments), I have a Minister of Economy to conduct trades. He would also control the science slider, and research path.

The reason for this is that I think that trade will become a very important aspect of the game - even more important than in Civ3. Aspects such as resource denial and blocking trade routes will play a vital role, and I think we need a separate Ministry to think about this. Agreed - it will be more of a strategic than an operational function.

with 12 members now...we can have 5 ministers and I do like the idea of someone in charge of the economy.

Will we need 2/3 majority to change governments, too?

what are we waiting for then? lets set up our government before the game starts~

3 ministry is enough, we hardly have members enough for 4 people working per minstry then.. Some things need more than one head to look over. Other than cabinet members we also need numerous advisors guiding our head of dept for each minstry.
              :-p

                Added:

                Administrator is the tie-breaker.
                2/3 vote for switching governments.
2/3 vote for kicking out a member (should they be spying against us, inactive, etc.).
                Minister of the Economy.
                3 week terms.
4 day elections instead of 5.

I like it, but whatever we do - we must be able to act quickly! Even though we will hold the save for 1 day and there will be several days between turns, the game goes on in the meantime!

--> The diplomacy aspect will continue 24/7 !

What rules should we have for posting polls?

I don't think we really need any specific rules regarding polls... we have 12 members, we're not talking some massive kind of beaurocratic system here. I'll add something in regards to that.

I'm going to put up this 'Constitution' for a vote tonight, so be quick with any final additions.

                      Added:
Any issue not listed can be decided by a majority vote amongst the team.

Trip I suggest you roll minister of economy and domestics into one, since both ministers work overlaps alot... Instead We can create Department of Treasury & Budgets and Dept. of Science under Ministry of Domestics. What BFM said is respectably true, but international trade should be handled under Ministry of foreign relations... Ministry of Economy overlaps alot in between Domestics and foreign relations. (That and we don't have enough manpower for another Ministry IMHO)

                          My general view is...

Anything to do we Domestic affairs - Handled by Ministry of Domestic affairs

Anything do with our neighbors - Ministry of Foreign Relations

Anything do with War - Ministry of "Defense" (Remember US changed their War department to Defense Dept. for psychological reasons )
                          :-p

I'm divided on this issue... you have a point and so does he. There will be quite a lot of work under the Ministry of the Interior if the Ministry of the Economy is eliminated, however I'm inclined to side with my initial proposal.

We hold no such inhibitions here.

Okay, unless anyone has a strong argument otherwise, I've decided to consolidate the offices down to four again. Five total offices may actually be a bit difficult to fill, the way things have currently been going...

That and it is assumed that certain things should be under certain ministries.

                              Constitution tweaked and further refined.
