The Constitution looks good.

Seems like a good idea to merge the Master Builder and Head Architect for the early turns at least.

Might be an idea to require the President to post the incoming save at the beginning of our turn as well as the save at the end of our turn. That way more people can look at and may notice things that the ministers might miss during the day (?) that we have the game (as well as allowing non-ministers to get more of a flow of the game).

Amendments should be a 60% majority and a declaration of war takes a 66% majority, (remember, we're builders. )

That draft looks really good to me, Tiberius! I think the FA position is fleshed out nicely, though we do need to hammer out the % issues with votes...

Really all the drafts are simple, also being to simple is bad also. Even the longest drafts dont even take up a whole page. Personally I like more detail.

I am just saying dont make it too simple. I read over the latest draft i think it is fine, we just need to come up with terms of office. I was thinking for ministers and President that could serve for a month, maybe two months, then if someone wants to run for President they can. But if no one runs, and the person does not step down, then they conitnue on in their position.

Yes, I was thinking in the same terms. I'm just waiting another few days for other observations/ideas/etc and then post the polls regarding the terms of offices and percentages for voting procedures.

Tibi, would you try to formulate a paragraph on voting based on the following principle, please? We discussed it yesterday with Jack and I would like to have at least a precised draft of this solution, so that we can later vote on the issue.

What me and Jack believe is that we should set no quorum (minimum number of votes), to prevent lockups and indecisive votes. The only limitation would be that a poll intended to be binding for the President & Ministers would have to say so in the first post, would have to last for at least three days, and would have to gain a majority support for one of the options (see one of my past posts). A clause on closing already decided polls would be nice, too.

Anyone not in favour of such a solution, be so kind and formulate a counter-proposal, so that we can choose one of them to be incorporated into the Constitution draft.

I have already started doing so and consider mentioning this in the Constitution a good idea. The Chronicle thread will have the incoming save, finished turn save (that is the one you can use to review our position right after playing the corresponding turn), and the outcoming save for at least last ten turns. I am not sure how many saves I will be able to keep on our corporate werserver... the webspace I have at my free disposal is limited.... so if you wish to keep a full archive, download the saves and store them locally on your HDD, please. The same goes for the screenshots.

Article V : Voting procedures
– In all of Legoland’s voting procedures/polls/elections, the option/candidate that receives the most votes is declared winner
- If any voting procedure ends with no clear majority the President breaks the tie.
- A poll is declared valid if it was open for at least [TBA] period or when at least [TBA] per cent of the Senate has voted in it.
- Should one of the options/candidates obtain at least [TBA] of the total possible votes before the end of the legal period, the poll is declared valid and can be closed.

It is an or there. If the majority has voted it or the poll was open for (let's say) 3 days it shall be declared valid and can be closed.

Also, if there are already 9 PRO votes (absolute majority) after 2 days, the poll can be closed even if the 3 days hasn't passed yet.

Isn't this what you are talking about or am I missing something?

I guess you did it better than I would. Good idea about the "or clause". Makes holding quick, yet binding polls possible.

For the sake of clarity, I would suggest rewording the paragraph a bit:

Article V : Voting procedures

Various affairs of the Legoland state are decided by means of votes/polls. The result of any poll that is declared valid is binding for the President and his Ministers.

• Polls are decided by a simple sum of received votes. The option/candidate receiving the highest number of votes is declared the winner.
• Should any poll end up with more than one winner, the President breaks the tie. Should the President not be available, the right to break the tie passes on to whoever plays the turn for the team.
• A poll is declared valid if opened for at least [TBA] period or if at least [TBA] percent of the Senate voted in it.
• As soon as any option in a given poll is voted for by at least [TBA] percent of the Senate, the poll may immediately be declared valid and closed.

I'd add one more paragraph to the voting procedures:
- Polls that decide important issues, like Constitutional ammendments, elections and declaration of war are declared valid if opened for at least 7 days period or if at least 66 percent of the Senate voted in it.

I added also exact percentages here. We can discuss on those, important is that we need different rules for exception/important polls.

With the 66% you mean that is 66% of the senate has voted in the poll right? Also I would like to see the consitution final draft done and a poll held on it before the end of the week. I would like to get things moving so we can get down to running our civ.
