Nope, I - just to make sure we do not miss the goal again - rushed 3S to 100S this turn and set the city to +52spt/-4fpt. I had to clean the pollution though, which I originally did not plan.

BIG NEWS!
I played a quick PtW Hotseat game (which AFAIK is identical with a PBEM game) and I was never notified when I failed to plant a spy !!!
I played with 2 human civs, and I reloaded many times (those damn plant spy actions are most of the time successful) and tried to plant spies with both civs in different occasions, and I was never notified.
Further update: I tried other actions as well, like stealing maps, troop locations, tech, I sometimes failed twice in the same turn (steal+plant spy), and I've never seen a notification.

Wow, Tibi, this is great news! Not sure if a "quick" PBEM could get to spies before the end of this year... though, wait... I heard it was possible to go between regular MP and PBEM at will!? Has anyone ever tried that? That could work - we could try playing to the industrial era and spies) in regular MP and only then switch to true PBEM.

Why should we play from the beginning? Couldn't we load a modern era scenario?
For example for the game I played I choosed (after 3 minutes of search) a scenario that starts at the beginning of the modern era. You can even "send" the save to yourself to test out stuff in PBEM.
But I'll be surprised if you really are notified.
Now comes the ethical question... do we notify GoW? With combat, you at least see the results - missing units, razed or captured cities - on your turn. With the spy plant, zip.

No voluntary notification for me. It would be like telling them we had a boat sailing by a city of theirs, spotting nothing important. There are so many things we have to live with in this game that are not exactly convenient...
They must know we have had Espionage for several turns now. They must expect us to plant spies. Combat logs were agreed to, so we will submit them. But there is no rule about reporting failed spy planting attempts.

sh*t. It that shows for the others as well, they will know we have an Intelligence Agency in Legopolis. On the other hand, why would anyone research Espionage if not to build the IA?

Good news!
Failed spy actions are NOT reported in PBEM!
Just checked that in a staged PBEM with Tibi. I successfully planted a spy with him and then failed to steal his plans. He got no notification on his following turn. He then failed to plant his spy with me - and I got no notification either.

After how many turns are we going to try planting a spy with GoW again? I remember something about automatically not succeding a nr of turns after a failure, but I'm not sure.
