The Altera Centauri collection has been brought up to date by Darsnan. It comprises every decent scenario he's been able to find anywhere on the web, going back over 20 years.

Investigations of Eye of the Storm and Arashi (Warning: ~half a mb)
Eye of the Storm has approximately 90 shields accumulated; if they rail all of EoS's tiles this turn, I believe Eye of the Storm would still miss our 16t build by just one turn if that's their intended ToE build.
Arashi, however, has approximately 280 shields built on its "palace". This leaves 320 shields left on a ToE build; they can do that in 15 turns even if they don't get any rails around Arashi during those 15 turns.
Arashi has 284S in bank. ToE finished in 15 turns max, but much more likely in 14 turns (they are only 8 shields short, which they can squeeze even without RRs, just by shuffling the labourers). That alone means we're out of luck, irrespective of what Eye shows - though, it's quite interesting to see what's going on in there (99S in bank) and how much they are pressed for tiles to work.
I believe this leaves one more investigation to do - Imperial City:
305S in bank, 30spt. No way we could out outbuild them to the US. We better make sure they go for it and get no thoughts about Sistine...
