A few sugestions
1) Change Paoting to Library or harbor or maybe even Aquaduct. also release a wine tiles from IC to this developing city.
2) Adjust some of the WF in the Dreadnaughtica/Macao area(like maybe having Macao work a cow)
3) Start imperial city on Bank(i'd do settler next, probably to send to Tralfalgar or Hill). Even with some WF changes we can have Bank in 7
4) Set Science to 80%, we lose 108 a turn but have the buffer to handle it since I got ND to send 80gpt.
Have the workers on the newly clear tile road and the 3rd mine.
Also have the units currently in ND that were near pamploma head home.
