Can't declare war with ND

While playing , I decided that we would eclare war to cut the iron off. However it seems we can't. Is this correct. I'll wait to send the save until I get a response.
Otherwise we'll have to have ND pillage a road or take a worker for this purpose. I did though set Imperial city to produce a rider every 2 turns.

Sending save, actually I was wondering about an "worker exchange program". That worker way south could do the job. Nd takes it one turn we take it the next.
