No, settler from Trafalgar did that... I don't remember there being a settler from the Hill ... unless it was a long time ago.

I would have thought Trafalgar founded Anyang, Dreadnoughtica founded Macao, and The Hill founded the lower city .

-Camp Concord produces pikeman, starts another.

-Settler builds proposed FP city site, called Shatung. Starts on barracks.

-Republic Worker 1 roads grassland.
-Republic Worker 3 moves NW.
-Moses mines hill.

-Pikeman from Camp Concord moves towards Skulgaria; renamed VI Skulgaria Guard.
-"Pikeman" moves S-S into the Hill and renamed to XXII Not Hillman Guard.
