The CoIA and CoFA are the ones who have the greatest influence on where our civilization goes.
I still want a compromise with the city lords keeping their workers and the CoIA maintaining its own pool of workers which it bargains with the lords for favors. I would see the CoIA concentrating on the tiles of Lords who are building Libraries and Marketplaces over Lords only building units. But each Lord should keep Workers and Settlers he chooses to build while the government has the authority to task them with building units and workers for the Central Government.
Here's my proposal:
All the units and stuff you build in your cities is yours to utilize or hire out to other lords. WITH THE EXCEPTION of what the Imperial Command tasks you to build. The Imperial Command should be fair in its taskings or face a potential No Confidence vote and removal from office.
Moses becomes an Imperial Worker and slave toy of the Emperor. Worker 2 and the Last Luxians are assigned to the authority of the Consul of the Interior (after he roads that forest - I mean he's already there......)
50% of all revenue generated by each citystate is the citystate's account to spend on upgrades and rushes. The other 50% is the Imperial Treasury under the management of the CoIA.
Now if UnOrthO and Master Zen build some Galleys and decide to settle Legoland that was not an act by GoW..............
