Oh, you mean that only the civ that pays for the embassy gets to see inside the other's capitol? And the other just gets your capitol area revealed on the map?

Hmm... not as bad as it originally sounded. Not great, mind you, but still an advantage.

Yes, that's the idea. Everyone sees the 22-tile area on the map, so you see the improvements, and size of the capital. Only the one who pays can see inside.

I'm not sure how much it would currently cost to establish an embassy with e.g. RP, but let's say it costs 40 gold. That's a lot of gold for just a fast peep into their city...
