I suspect that ND is delaying on purpose. Perhaps they got word from GoW or RP that they're about to get CoL, and have been promised a sweet deal for it.

Still nothing concrete from ND. My guess is that they're stalling or that they don't really want this trade (perhaps they got a promise from GoW or RP that they would trade them CoL for a really low price*), but I suggest that we send them yet another reminder just to be sure.
Btw, Lux is holding up the save (again), now for ~20 hours, and counting.
* We need to watch for this. I suggest that we ask Vox to check when ND gets CoL. If they discover that ND got CoL immediately after we sold it to RP and GoW, then it means that they striked a deal behind our backs and we should do something to prevent this from happening again in the future (or alternatively, do the same to other teams, e.g. telling GoW now that we would sell them Literature at a great discount so that they'd prefer to buy it from us rather than from RP).

New developments from the GoW front- i wasn't here to post it, but i got a message from Panzer32, as well as a new consul, Hot_Enamel (WTF?!). the latter mostly greeted me, asked for intel exchange, but most importantly, that they have heard rumors of Vox hiding in our island.
I didn't expect Panzer32's offer though- they want to tie CoL-MM with HBR as well, include a no settling in northern BOB agreement (also hinting at an iminent war with ND...), and a 10 turn "no tech whoring" rule. He also said 150 is too much, and that they are willing to deposit 100.
GF definitely told me they were willing to pay the 150, while not mentioning any of what Panzer32 said. I say we go ahead and send them CoL- after all, that was what we agreed upon earlier- they must realize its impossible to sign a deal, then to start negotiations.
Regarding ND- we'll have to let go for now, i guess. I'll work things with GoW, and present an agreement to the team for approval sometimes tommorow, hopefuly...
I hope this doesn't get delayed by another turn.

What to do with Go, referring to Panzer32/Hot_Enemal "contract", if they insist on combining it with CoL:
1) I say we agree on a 10 turn "no whoring" after a deal- as for Vox- its not whoring, as we're not selling it to them.
For Lux- they'll have to wait (so do we, for a WM...).
2) 100 gold instead of 150- i think we can live with that, as we already agreed to allow them a smaller sum
3) We have no plans of settling BOB- we can agree not to settle there.
What do you think? please hurry. It's hard enough to handle GoW's lack of organization (and it's the second time they've done this to me)
One thing we definitely need to do is make it clear that agreeing to deals and then changing the terms at the last minute is not a good way to build trust. Also, regarding Horseback Riding, tell them that as they should know from single-player play, no deal paying gold for a tech can be considered "cheap" if it is possible to get the same tech thrown into another deal with someone else for free, so our reasons for not wanting to buy Horseback Riding for gold still stand.
I'll contact BetaHound and ask if Vox is okay with waiting ten turns after we get it before we hand Map Making over to them. If so, that lets us accept the "no whoring" stipulation. (We can make any excuse we want to, but if GoW sees Vox with Map Making right after they gave it to us, they'll very definitely view it as tech whoring and thus as a violation of our deal with them. That would not be a good move on our part!)
Regarding world maps, tell them that we prefer not to reveal our world map and have no particular reason to do so at this time. And I would suggest that we agree not to settle on Northern Bob during the timeframe mentioned, contingent on GoW's representation of the land availability situation being accurate. Also make it clear that in any case, we have no interest in settling in crowded areas where our presence is likely to be unwelcome.
Getting 100 gold instead of 150 isn't a huge problem; we agreed in principle that we would accept a smaller amount if necessary when we made our proposal.
See my comments on this in the GoW comment thread, which I unburried (yum... zombies!) because there is more then the CoL trade going on. I think they are similar to what Nathan has posted here (which I didn't see in front), maybe go a little farther.
I'll go ahead and copy my post to the GoW comment thread, and let's try to keep the discussion there so we don't have the chaos of trying to address the same issue in more than one place.
CoL deal: any word yet from ND? Otherwise, a kind reminder is certainly in order... they now get the tech offered in-game, with which they can do only one thing: deny it... I doubt they are going to offer anything in return without out-of-game PMs or e-mails.
