Turn to Alva. I hadn't thought about it until Alex's actions came perilously close to forcing the issue, but the long-term value of a 1-turn delay in founding a core city can be far greater than the cost of a scout. Willfully moving a scout into an escorted settler's way (or a location that might be in his way) in a MP game is a good way to end up with a dead scout and an at least technical state of war.
